Federal set-asides for small contractors explained

Agencies often reserve contracts for small and certified firms. The set-aside label on a SAM.gov notice tells you who may compete. This guide explains the common labels Solicitation Daily can filter on — not how to get certified.

Important: Certification and size standards are separate from “seeing” a notice. You must meet the program rules and the NAICS size standard when you bid. Solicitation Daily matches the set-aside code the agency posts; we do not verify your eligibility.

Small Business (SB)

Total or partial small-business set-asides limit competition to firms that qualify as small under the NAICS size standard for that buy. This is the broadest common set-aside.

SDVOSB — Service-Disabled Veteran-Owned Small Business

Reserved for service-disabled veteran-owned small businesses under applicable FAR / program rules. Contractors sometimes say “DVSOB.” Deep dive: how to find SDVOSB set-asides on SAM.gov.

VOSB — Veteran-Owned Small Business

Veteran-owned (not necessarily service-disabled). Used on some procurements; requirements differ from SDVOSB. Check the notice text and your certification pathway.

WOSB and EDWOSB — Women-Owned

Women-Owned Small Business and Economically Disadvantaged Women-Owned Small Business set-asides apply in eligible industries. Eligibility is program-specific; do not assume every women-owned firm qualifies for every WOSB buy.

8(a) Business Development

The SBA 8(a) program supports socially and economically disadvantaged small businesses. Notices may be 8(a) set-asides or sole-source under program rules. Participation requires SBA acceptance into 8(a).

HUBZone

Historically Underutilized Business Zone set-asides go to firms certified in the HUBZone program (principal office location and employee residency rules apply). Geography of the firm matters more than place of performance alone.

Indian Small Business / ISBEE and related

Some notices use Indian small business economic enterprise or related labels. Read the exact set-aside string on the notice; programs and acronyms vary.

Unrestricted (full and open)

No socioeconomic set-aside — any responsible offeror may compete (subject to other notice rules). In Solicitation Daily you can leave set-asides unchecked to see everything, or hide unrestricted bids if you only want reserved work.

How to use set-asides in Solicitation Daily

  1. At signup, check the programs you qualify for (or want to watch).
  2. Optionally check “hide unrestricted” so your brief shows only those set-asides.
  3. Combine with trades/NAICS and states so you are not reading the entire federal feed.
